Although this study has some shortcomings in that the ranking of items was based on an average of 121 managers, the results are, Page 12 nevertheless, interesting. One item that is especially curious is that "padding an expense account more than 10 %" (number 5) is viewed as noticeably less ethical than padding it less than 10 % (number 9). These responses are an example of the "moral relativism" of actions. Nearly 20 years have passed since this study was conducted, but there has been no evidence that these findings have changed.
The purpose of 911 Management is to assist park, recreation, and leisure service managers to deal with the increased information needed to manage effectively as we approach the 21st century. It is also hoped that it will provide as complete a collection as possible of suggestions on how to meet the anticipated challenges of the future. This book is primarily the result of my experience of over 30 years working with park, recreation, and leisure service organizations in the United States, Europe, Japan, China, Korea, and South Africa.
